Mapping of school teachers’ digital competency in the context of digital infrastructure: a systematic review and empirical study of India

PurposeThis research paper investigates the theoretical frameworks encompassing a nuanced analysis of the digital divide in the Indian educational context, recognising that it is not merely a matter of technology access but also the ability to effectively use the resource for enhancing learning outcomes. This research provides valuable insights for fostering a more equitable and digitally inclusive learning environment by integrating conceptual insights with empirical evidence. The New Education Policy (NEP), India 2020 firmly emphasises the appropriate integration of technology into the teaching-learning process to develop relevant competencies. The pertinent question is, for India to conquer the second digital divide challenge, is the pace of technology accessibility and skill development sufficient?Design/methodology/approachThe paper is a desk research, using secondary data from the Unified District Information System for Education (UDISE+), the Indian Government database of schools. A structured dataset has been created for all years, where states are grouped in descending ranking order of availability of infrastructure and teachers trained. A colour key segregates the States into three zones demonstrating their different levels of performance – high (green), moderate (blue) and low (yellow). The purpose is to identify state/s that have moved from one zone to another and, thereafter, analyse the reasons behind the movement.FindingsAlmost all states remained in the same digital resource availability zone for the four years studied, except for a limited few. Despite government interventions through higher budget allocation and targeted policies, growth rates of teacher training in computer usage slowed down post-COVID-19. A high positive correlation between Teachers' training in computer usage and the availability of computer and Internet facilities in schools indicates that an increase in digital infrastructure in schools is highly linked to teachers' training in computer usage and would ultimately translate into better use of digital resources to impart equitable education opportunities.Research limitations/implicationsPrimary data collection through interviews might have added to the critical findings. Therefore, researchers are encouraged to test the proposed propositions further on a case-by-case basis for any state under consideration.Practical implicationsEnhancing digital infrastructure in schools and building digital competence in teachers must be understood in the context of the learning organisation and the beneficiaries' attitudes at the meso-level to expand stakeholder motivation towards digital internalisation. This requires continuous engagement with education institutions as professional learning organisations, which will thereby help develop a decentralised context for teacher competency building. Collaboration, continuous monitoring of the outcomes of professional development programs, and sharing best practices are crucial in improving teacher readiness for digital education.Social implicationsAccess to tangible resources, such as computers, Internet connectivity and educational software, and developing intangible resources, such as teacher digital competencies, will play a pivotal role in shaping students' learning experiences. By studying the discrepancies in digital resource accessibility and teacher technology adoption, this research endeavours to add to the efforts towards enhancing the educational landscape.Originality/valueThis paper seeks to address a critical issue in the Indian education system and contribute to the ongoing effort to prevent the widening of the second and third digital divide in schools, and help achieve UN SDG Goals 4 and 10.

The Impact of Educational Management Information Systems (EMIS) on Effective School Management in Tanzania

The rapid advancement of science and technology has ushered in transformative changes in education management, embracing innovative tools and methods for more efficient and effective educational processes. The purpose of this study was to investigate the use of EMIS in enhancing effective school management and explore the challenges associated with it. The data were collected through semi-structured interviews with five principals of selected secondary schools found in Dodoma City, Tanzania. Qualitative data analysis techniques were used to analyze data with an audit trail and member checks to ensure the quality of the collected data. The research results show that EMIS plays a crucial role in efficiently managing schools. Principals rely on EMIS as a dependable repository for school data, for tracking attendance of both teachers and students, managing student enrollments, ensuring the efficient operation of school finances, enhancing communication, and improving the management of academic activities. However, challenges such as a shortage of ICT experts, inadequate internet connectivity, limited budgets, frequent electricity outages, the absence of user-friendly software, and difficulties in system integration and interoperability have been identified as hindrances to the effective utilization of EMIS in school management

Governance of Technologies and Information Systems for the Higher Education: Systematic Mapping of Study

The pandemic has led to more attention to how technologies and information systems (T&IS) are governed in higher education institutions (HEI). However, many of the aspects are used to study them do not gather the expectations of those who benefit from these studies and the institutions are shocked as a result that major aspects of governance are not considered. This paper seeks to summarize the current knowledge that is available regarding the strategies adopted to know the state of governance of T&IS for the higher education between 2015 and 2021 years. A systematic mapping of studies was carried out to review the aspects that have been used by the researchers in the different studies. The results show that 30% of the works reviewed are broad and cover variables of operation, management, and government; they provide a renewed set of judgments, dimensions, and indicators to measure the level of institutional achievement, in addition COBIT v5 is the most widely used reference framework to measure capacities in governance of technology and information system for processes. The results obtained have made it possible to identify several opportunities in research such as creating a useful framework for HEI.

Utilizing The Edu-Panda Application To Improve Personnel And Academic Administration Services

Information and communication technology have influenced various aspects of life, including education. In the context of schools, using administration-based applications has become increasingly important to facilitate and enhance the efficiency of administrative processes. This abstract presents an overview of the utilization of the edu-Panda application in MAN 2 Kota Malang (a high school in Malang City) and its impact on the effectiveness of school administration management. This study aims to describe the implementation of an educational management information system (MIS) that includes utilizing management information systems and its implementation on administrative services at Madrasah Aliyah Negeri 2 Kota Malang. This research adopts a qualitative approach with a descriptive method. Data is collected through techniques such as interviews, observations, and documentation as supporting evidence. Data analysis is conducted using qualitative analysis techniques, including data collection, data reduction, data presentation, and conclusion. To ensure the validity of the data, the researcher employs triangulation techniques, including source triangulation and technique triangulation. The results of this study indicate that the planning of the edu-Panda application in Madrasah Aliyah Negeri 2 Kota Malang is based on the school's needs. After the system development is completed, a feasibility test is conducted before reaching the system installation phase. Thus, the system can operate according to its intended purpose. The implementation of the edu-Panda application in Madrasah Aliyah Negeri 2 Kota Malang can be used to track attendance, information, allowances, graduation, and matters related to personnel and academics. Based on the five dimensions of service quality used to assess and measure service quality in Madrasah Aliyah Negeri 2 Kota Malang, namely Tangibles, Reliability, Responsiveness, Assurance, and Empathy, the services in Madrasah Aliyah Negeri 2 Kota Malang are considered good.   Keywords: Management Information System, edu-Panda, Staffing, Academic

Max-min fuzzy bi-level programming: resource sharing system with application

This study delves into the application of min-max fuzzy relation systems, specifically focusing on equality and inequality, in the examination of educational institution networks and their resource-sharing dynamics, akin to a P2P network structure. Expanding upon this framework, this article intricately explores a mathematical system featuring three or more terminals within an education resource system, each comprising distinct sharing capabilities. The terminals exchange information on various educational facets, encompassing variations and expenditures per share data, within the framework of a programming-type fuzzy objective function, constrained by the parameters of an educational information system. In these scenarios, the transfer of resources from one terminal to another is interlinked, introducing complexities that warrant a comprehensive examination. Notably, the consideration of greater downloading resources in specific cases is proposed for enhanced practicality. The primary objective of this article is to minimize network congestion within different educational networks, given fixed priority grades assigned to the terminals. To achieve this, the concept of a Lexicographic minimum solution is introduced to address max-min fuzzy relation inequalities, aligning with the defined objectives. The article presents a detailed and effective scenario for implementing the Lexicographic minimal solution. For validation purposes, the proposed scenario is supported by illustrative examples, offering tangible insights into its applicability and efficacy.

Local education offices cannot set teacher supply and demand policies independently of the Ministry of Education. These offices conduct student placement based on the teacher quota set by the ministry for each local education office. They adjust the number of students per class, organize classes by grade and school, and assign teachers, taking into account facilities, teacher supply, and demand in a comprehensive way. In the medium to long term, it is also necessary to manage the size of new hires in order to maintain stable teacher retention. In this study, we have attempted to project the demand for teachers at the local education office level through 2042. We believe that the demand for teachers should be viewed from a medium- to long-term perspective, even taking into account the decline in the school-age population at the city and provincial levels. To make an accurate and reliable projection of teacher demand, we considered policy variables that affect the supply and demand of teachers, such as the number of students and the number of students per class, curriculum revision, and the introduction of the high school credit system. In addition, we proposed a method of assigning classes and staffing them by equalizing the number of students in each class. We projected the number of students per grade by school, and based on that, projected the number of classes and teachers. To do this, we developed an equation for calculating the number of teachers needed and modeled the relationship between the two variables based on the number of classes and teachers per school in 2022 from the National Education Information System. The paper concludes that the difference between the average number of students per class and the same number of students in each class is significant, and that the demand for teachers may vary significantly depending on the appropriate class size and the degree of change in educational conditions. The results also suggest that it is necessary to consider the appropriate class size and improve the method of projecting the number of students and teachers to estimate the number of teachers.

This research aims to explore the management of educators and educational staff at SMP NEGERI 28 Surabaya and to design an integrated management model that can enhance their competitiveness in the future. Qualitative research methods are employed, involving interviews and observations with school principals, teachers, and educational staff. Data analysis highlights key challenges, including adaptation to changes in educational policies and technological advancements. The research findings emphasize the importance of integrating various aspects of school management with current educational needs, as well as the role of educational information systems such as Dapodik in the integrated management model. In conclusion, the development of this model requires collaboration among stakeholders, effective communication, and competency enhancement to ensure successful implementation. It is hoped that this integrated management model can address the challenges faced by SMP NEGERI 28 Surabaya and enhance the overall quality of education.

Student Dropout Trends in Higher Education of Nepal: A Case Study of Baneshwor Multiple Campus

This study analyzes the pattern of student dropout rates of Baneshwor Multiple Campus (BMC) over the years 2020 to 2022. However, despite BMC’s extensive initiatives, some problems continue to prevail due to social and economic reasons. Dropout rate is influenced by foreign migration more prominently as an aspect of culture wherein people give priority to employment opportunities abroad than study. The data used in this research are obtained from the Educational Management Information System (EMIS), while a scientific method is followed throughout the analysis phase. It is found that different academic levels have dropout rates, which indicate the need for strong retention strategies. The topic discussed in the dialogue covers, among other aspects, the level of effectiveness of the strategy implemented by BMC to reduce college dropouts, as well as external influences on students' lives and the nation's economy arising from student movement.

Exploring tourism trends: a comparative analysis between global trends and higher education programs in Colombia

Background Following the signing of the “Final Agreement for the Termination of the Conflict” in Colombia, an unprecedented boost for tourism is observed, promoting rural development and environmental protection. In the academic realm, Colombian universities offer tourism training programs to develop professionals with skills in management, sustainability, and technology. Methods Information is gathered from the Scopus database on tourism trends and from the National Information System for Higher Education (SNIES) on academic programs in tourism in Colombia until 2022. Geographical maps are employed to visualize the global scope of publications in Scopus and the locations of programs in Colombia. Text mining is used on Scopus abstracts and profiles of Colombian programs, generating word density graphs, frequency tables, and word clustering graphs. Results 707 articles from Scopus originating from 86 countries are selected, and 46 profiles of Colombian universities with tourism programs in 19 regions are compiled. Maps and tables demonstrate the geographical location of article density globally and of universities in Colombia. Word clouds, frequency tables, and dendrograms are generated using the abstracts and profiles. Conclusions Text mining analysis reveals similarities and differences between research and education in tourism in Colombia. There is convergence in management and development, reflecting aligned interests in both datasets. Words like ethics and sustainability indicate a shared commitment to a responsible perspective in the sector. Scopus emphasizes research, while Colombian universities prioritize practical training, especially in tourism management. This difference raises questions about the impact on graduates’ preparedness and their contribution to tourism development in Colombia. The geographical location of programs in Colombia shows a clear connection between academia and the tourism sector, facilitating synergies and continuous improvements.

The integration of Ukraine into the European educational space involves strengthening the requirements for the quality of professional training of future specialists. The main task is to create all the conditions for learning, personal and professional development of students, to ensure the effective formation of their professional competence, regardless of the modern challenges and dangers faced by society in the 21st century. Currently, higher education institutions have a dilemma: are they able to move away from the traditional academic style of teaching to innovations, to focus not on knowledge and skills, but to ensure the process of forming the competence of the future specialist. Considering the circumstances, digital technologies are becoming more and more widespread, and in scientific publications there is a debate about the effectiveness of their use in the educational process of higher education. The integration of digital technologies in higher education creates new opportunities for both students and teachers, making learning more interesting, dynamic, visual, etc. The advantages and features of the use of remote technologies to improve the quality of professional training of future specialists in the conditions of a mixed form of organization of the educational process in institutions of higher education, which creates new conditions of learning and cooperation for all participants of the educational process, are considered. The most promising technologies of distance learning are characterized, which have important advantages, taking into account the peculiarities of the professional training of future specialists in the conditions of mixed learning in institutions of higher education. Such technologies include: gamification of the process of professional training of future specialists, quest technologies, cloud-based learning technologies, intelligent information systems in education, mobile learning technologies, immersive technologies. Currently, in the conditions of modern existence and development of society, innovative technologies are offered to higher education seekers, which gradually replace traditional methods of learning and ensure flexibility and quality of the educational process. We see the prospects for further research in the improvement of the educational process by determining the optimal ratio of classroom and remote components in the conditions of a mixed form of education in the process of developing the professional competence of future specialists and developing appropriate educational and methodological support.

Web-Based Asset Management Information Systems in Higher Education

This study aims to determine the Asset Management Information System in Higher Education. The research method used in this study is the SLR (Systematic Literature Review) method. In this study, SLR (Systematic Literature Review) is used to identify, review, evaluate, and interpret previous studies on the Google scholar database with a period of the last 10 years, namely 2013-2023. The results showed that universities do not yet have an internal information system to control their assets.  The absence of an asset management information system will have difficulty in tracing asset data. Solutions to overcome existing problems require a web-based asset management information system that can carry out asset management to be more efficient and organized, and make it easier to collect the number of assets, data about assets based on their condition, grouping assets by type, and make it easier to search asset data.

Adoption of Technology Acceptance and Interfaces for Academic Information System Applications

RESEARCH BACKGROUND. An academic information system (AIS) was built to provide convenience to students in online academic administration activities. OBJECTIVE. To find out how information system technology can be accepted by students in supporting their academic and learning activities, we measure the adoption of educational information system acceptance through TAM theory and the user interface. METHOD. Using a quantitative approach based on positivism philosophy for health polytechnic students, we use regression analysis for the construction of research variables. RESULTS. PU is the most significant predictor in driving technology adoption followed by interfaces and PEoU, it is important for higher education leaders to integrate this technology well through the design and implementation of technology that benefits students.

Student and Instructor Ratings in Geographic Information Systems: A Comparative Analysis

Geographic information system (GIS) education empowers engineering students to make informed decisions, integrate comprehensive data, and communicate effectively through maps and visualizations. In GIS education, it is common to employ problem-based learning, which can benefit from the advantages of peer assessment methods. Among the benefits of peer assessment are the enhancement of students’ capacity for analysis and synthesis, improvement in organizational and professional communication skills, and the development of critical judgement. However, a consequence of its application is that there may be variation in students’ final grades, with no consensus in the literature on this matter. This paper explores the extent to which the application of peer ratings among students can modify student grades in the field of GIS education. This was achieved by conducting an experiment in which undergraduate engineering students assessed two problem-based learning activities carried out by their peers in two different basic GIS courses. The ratings obtained after the peer assessment were compared with the grades given by the instructors. The results allowed us to debate whether the teaching benefits of this strategy compensate for the differences between the students’ grades and those given by instructors. Although no clear pattern was found in the mean ratings awarded by the two groups of evaluators, the results show that student engagement in peer assessment was high. This experience has demonstrated that the assessments of the two groups complement each other and allow students to gain a better understanding of their ratings and how to improve their skills.

Sustainability education in information systems’ curricula: A conceptual research framework

AbstractIn recent years, “sustainability education” in Higher Education has become an increasingly popular topic among researchers driven by the constant calls for the research community to contribute novel research that can aid in building a sustainable world. The objective of this paper was to explore how sustainability concepts have been integrated in Information Systems (IS) curricula, to determine the state of knowledge in this area and provide guidance for future research. Using Arksey and O’Malley’s five-stage scoping review process, the current landscape of sustainability in IS classrooms is mapped and key themes and factors which were found to influence sustainability education in IS are identified. Eight databases were searched for relevant papers published on this topic. Fifteen articles were selected and deemed high quality for a thematic analysis. As a result, nine themes emerged from the thematic analysis, and key research gaps and directions for future research are presented. The findings show that there is currently no unified approach to sustainability education in IS. This paper presents the themes in a novel conceptual research framework which can guide the incorporation of sustainability concepts in IS education. In addition, the framework can be used as the basis for future research in this area.

Sistem Mitigasi Dan Adaptasi Bencana Dalam Menghadapi Potensi Acaman Mentawai Megathrust Sebagai Inovasi Teknologi Edukasi Kebencanaan

The urgency of this research is to provide an understanding and education system for disaster adaptation mitigation to communities living on the coast of West Sumatra and outside West Sumatra so that people are smarter and ready to face situations that occur when a disaster strikes. In this way the risk of greater loss of life can be avoided. The aim of this research is to produce a geographic educational information system for disaster adaptation mitigation in dealing with the potential threat of the Mentawai Megathrust based on WebGIS. The method used is four-D, namely Define, Design, Development, and Disseminate. The process of presenting the model is carried out through the define stage, namely finding data about predicted locations and impacts of disasters. The second stage of design is creating a geographic mitigation and disaster adaptation educational information system application design which contains evacuation route map designs, shelter location map designs and independent evacuation animations. The third stage of development is developing the system after testing and implementing the system, the disseminate stage is socializing the use of the application to people living on the coast of West Sumatra and disseminating research results through research results books.

Monitoring WASH and school dropouts in India: Is there adequate data? An assessment of four national databases

Abstract Water, sanitation and hygiene (WASH) are crucial to human development. Lack of WASH affects girls’ health and school attendance, particularly after puberty. This has long-term consequences on gender equality and empowerment. Several international (like the World Health Organisation's WASH standards, the United Nations Sustainable Development Goals (4, 5 and 6)) and national initiatives (like The Right of Children to Free and Compulsory Education Act of 2009, the Swachh Bharat Swachh Vidyalaya campaign and guidelines for menstrual hygiene management) are expected to address this issue in schools. There is a need to systematically and regularly collect and disseminate WASH data on school infrastructure facilities and attendance details. This would help assess the achievement of better WASH infrastructure and examine how much it reduces school dropouts. We assess four national-level databases routinely used for studies in human development – India Human Development Survey, National Family Health Survey, National Sample Survey Office and the Unified District Information System in Education. Our study finds limited data availability, making assessing the extent of target achievement difficult. It underscores the need for re-orienting data collection on school attendance and WASH school infrastructure.

Collaborative Online International Learning (COIL) for Information Systems Education: Best Practices and Implementation Strategies

We explore the importance of online collaboration, cross-cultural understanding, and intercultural competence in today’s workplace, highlighting the need for Information Systems (IS) educators to integrate Collaborative Online International Learning (COIL) into their curricula. COIL offers numerous benefits by providing students with opportunities for joint projects and intercultural experiences including a global perspective, cross-cultural collaboration, exposure to innovative practices, global networking, intercultural competence development, and real-world application. Drawing on our own experiences, we present insights into recommended practices and potential pitfalls associated with COIL. Our goal is to empower IS educators to prepare students for the demands of a globalized workforce, cultivating a global mindset, cross-cultural collaboration skills, and intercultural competence in their field.

The great debate: UX vs. usability. Which indicators are relevant to measure the success of information systems in higher education
